[2010-2011] Projects for Ordinance № 3 for Main Customs Agency
Control system implemented by the Customs authorities of the means of measurement of excise goods.
The system is built on the basis of Regulation № 3 of 19 February 2010 for specific requirements and control by the customs authorities of the measuring devices of excise goods.
General name of the system is ICDMM (Integrated communication device for monitoring and management) and it contains the following components.
• Measuring instruments
• Industrial controllers (PLC)
• Industrial Computer
• UPS
• Sensors

Depending on the type of excise goods, means of measurement are different and may include various types of counters, flow meters and barcode readers. A necessary condition for the selection of measuring devices is that they should have the necessary interface for communication with the industrial controller (RS232, RS485, Ethernet, pulse output) and the protocol for communication to be a standard type (MODBUS, MBUS, etc.) or protocol with open source.
Controllers collect, transform (in the required format) the information received from the measuring devices and transmit it to the industrial computer. Based on the number of control points (meters, counters and bar code reader) and the topography of the site are provided for one or more industrial controllers. An Ethernet port provides access to information collected for internal reporting point of the company.
The information collected from the measuring devices is transmitted to the industrial computer and subsequently to the Customs Agency (CA),in order announced in the above ordinance.
The system is provided with UPS. In case of dropping the pain power supply a signal is sent to the Customs Agency.
Also according to the requirements are provided protection methods of manipulating the system, among which installation of sensors on the opening side of the box, if the integrity of the seal is broken.
Based on the above described system are built following projects:

6. “Vinprom Yambol” Yambol – the system included 3 production lines and one flow meter;
7. “Vinprom Yambol” Shumen – the system included 2 flow meters;
8. “Rapid Oil Industry” EOOD, Veliko Tarnovo – the system included 3 flow meters;
9. “Kings Tobacco” EAD, Varna, Manufacturing plant in city Plovdiv – the system included one production line, one barcode and 2 weighing machines;
10. “Global Lubricants and Chemicals” EOOD, Pleven – the system included 4 flow meters;
11. “Vinarna Slancheva Dolina” OOD, Nadarevo village - the system included 3 production lines and 2 flow meters;
12. “Izba Karabunar” OOD – the system included one production line and one flow meter;
